Offshore decommissioning is an area within Offshore Oil and Gas life cycle which has been disregarded by many of the operators as well as the oil producing nations during the project planning stage. Due to the IMO guidelines, regional conventions and national regulations stipulates the responsibilities of decommissioning of the idle platforms, many oil and gas companies and governments are looking for cost effective and environmental friendly solutions. The number of the worldwide offshore platforms is 7,568 and approximately 60% of them are installed before 1991. The cost of decommissioning for the next 20 years is estimated around USD 400 Billion. Due to the strong enforcement of environmental regulations, countries in North Sea region have spent around 2.6 Billion Euros for decommissioning in 2015. Korea Maritime & Ocean University Consortium (KMOUC) and Indonesian governments has been collaborating since 2014 to conduct a research on finding a safe, cost effective and environmental friendly solution for decommissioning. By utilizing resources from experienced Korean Offshore Industry players, National Research Organizations and Universities, KMOUC was able to provide a suitable solution to Indonesia by reducing the cost of decommissioning with rig-to-reef option as well as suggesting economic reuse solution as rig-to-fish farm. The presentation will highlight the different solutions that KMOUC has provided to Indonesia and potential collaboration strategies at a G2G and C2C level.

Mr. Cho Il-Hyung has been working at Korea Maritime and Ocean University since 2011 as Team Leader of the R&D division. His current initiative includes cooperation with ASCOPE countries in offshore decommissioning as well as Internationally certified vocational training of Offshore workforces.

Currently, countries in the Middle East and Southeast Asian, there are many small and medium size oil & gas fields scattered in a wide range of areas. In order to develop such gas fields, much research has been carried out on the development of small- and medium-sized LNG liquefaction technologies. However, there are various attempts to develop gas fields in regions where pipelines cannot be installed due to lack of existing infrastructures in extreme climate area, islands, and mountainous areas. Mobile type LNG liquefaction plant technology is attracting attention for applications in these areas. These mini and small LNG plants are easy to install and easily movable, so it is expected that they will have excellent competitiveness in technology development in Korea with strong manufacturing capability. In this study, a mobile type mini-LNG liquefaction plant technology, including main equipment consisting the plant, are introduced.

Flow assurance is another term for multiphase transport, which covers the transmission of oil, gas and water in the same pipeline from the reservoir to the processing plant. The pipeline plugging or blockage problem bring economic loss and severe risk to the environment. Therefore, the oil and gas industry spends over 200 million dollars annually to prevent the plugging and to maintain flow assurance. KITECH have developed two different types of multiphase flow loops to study and prevent plugging problem that hinders the fluid flow through oil and gas production and transportation system. These loops can cover various oil field conditions (max. pressure 100 bar) for the study of multiphase flow, corrosion, hydrates, and inhibitors. One (small-scale flow loop) is 1 inch and 50m length, the other (large-scale flow loop) is 4 inch and 100m length. The flow loops are also equipped with basic instrumentations such as flowmeters, temperature sensors, and pressure gauges. Furthermore, this facility is also suitable for real-time analysis for multiphase fluids with aid of in-situ Raman spectroscopy that are used to monitor each component (oil, gas and water) without any sampling measurement. In this session, we introduce a new process of seawater desalination. Traditional desalination plants based on the multi-stage flash (MSF) distillation and reverse osmosis (RO) processes have grown into reliable and established processes. Although the desalination or water treatment technologies are mature enough to be a reliable source for fresh water, a significant amount of research and development has been carried out to improve the technologies for water purifying. Hydrate-based water treatment is one of the crystalline methods in which any contaminants or salts are excluded from hydrate crystals, so distillation or membrane process is not required. In order to evaluate the hydrate-based desalination, desalination experiments with seawater sample (TDS ≈ 35,700 mg/L) were carried out. Before and after the hydrate process, cations (Na+, K+, Mg2+, Ca2+, and B3+) and anions (Cl- , SO42-, Br-, NO3-) were analysed by Inductively Coupled Plasma Atomic Emission Spectroscopy (ICP-AES) and Ion Chromatography (IC). In a single stage of hydrate process, 90% of each cations and anion were removed. It was also noteworthy that the efficiency of wastewater treatment by hydrate method was much higher than traditional physical and biological treatment. In this session, the role and research activities of offshore R&D facilities are introduced in details with recent results. Also, international collaboration opportunities will be discussed to enhance the development of future offshore plant technology.
